VicMan Isn’t Da Man!
VCW Vicman’s Photo Editor 8.1 Overall Rating:

Vicman’s Quick Review:
VicMan is an OK image editor. The tools are OK but lack a circle/ellipse selection tool. It has quite a few filters not all of which were effective. It was easy to learn and use. If you’re running Vista, look elsewhere. There are better free image editors than this one.
PhotoFiltre Filters Out Near the Top!
PhotoFiltre 6.3.1 Overall Rating:

PhotoFiltre Quick Review:
PhotoFiltre is a very nice image editing package. It has a familiar interface that’s easy to use and learn. A good set of tools and adjustments are part of the package. An extensive collection of automatic filters is included. PhotoFiltre hits the mark in most respects. Most of the online resources are in French, so if you don’t speak French this may not be the best software for you.
ImageForge has no Heat!
ImageForge Overall Rating:

ImageForge Quick Review:
ImageForge is similar to Windows Paint. It has the basic tools, some filters and no layering. If you don’t like Windows Paint give this program a try. Otherwise, it offers little in the way of additional features. ImageForge doesn’t support Vista but it ran on my Vista laptop.
Ultimate Paint isn’t the Ultimate!
Ultimate Paint 2.88LE Overall Rating:

Ultimate Paint Quick Review:
The free version of this software (2.88 LE) isn’t a useable image editing program. It’s really just a shell for demo purposes. If you’re looking for a useable image editor Ultimate Paint isn’t it. If you’re looking to purchase an image editor, download the trial version.
Picasa Paints a Good Picture!
Picasa 2.7 Overall Rating:

Picasa Quick review:
Picasa is a standard image editor similar to the one that came with your camera. The quality of the basic adjusting tools is very good. Picasa is a good option if you’re not happy with the software that came with your camera. However, if you’re looking for an image editing package, Picasa isn’t it.
Paint.NET is a Masterpiece!

That’s right – Paint.NET is a masterpiece! You heard it here. This is a really great image editing package and best of all it’s absolutely free! It’s a complete package good for beginners and experts too! Paint.NET has a great selection of tools, adjustments and effects. It also uses layering so you can preserve the original image. Numerous plugins are available from avid fans of this package. You can’t go wrong with this editor.
GIMP isn’t a Wimp!
GIMP 2.4.6 Overall Rating:

GIMP Quick Review:
GIMP isn’t wimpy at all. It’s a complete package with all the tools you’d expect in photo editing software. Filters, tools, gradients abound in GIMP. It has layers, channels and paths for you sophisticated editors. The download and install were easy. You’ll want to download the help manual. GIMP has an unusual format that uses three windows instead of one so you should plan on taking some time to learn this package. Overall, it’s free and a complete photo editing package.
PhotoPlus Gets a Minus!
PhotoPlus 6 Overall Rating:

PhotoPlus Quick Review:
PhotoPlus is an OK image editing package with a decent set of tools, filters and options including layering. The windows are familiar so it’s fairly easy to learn this application. The quality of image adjustments is less than satisfactory. Overall, I think there are better packages than this one. PhotoPlus 6 doesn’t run on Vista.
ArtPlus Digital Photo Recovery Can CYA!
ArtPlus Digital Photo Recovery: Overall Rating:

ArtPlus DPR Quick Review:
ArtPlus Digital Photo Recovery is what the title indicates. It’s a photo recovery tool. It recovers images from your memory card if they have been deleted. It may also be able to recover images from a bad card. This is a tool everyone needs.
